HERTFORD, NC – The Albemarle Commission Council of Governments announced today that Rachel Clipston has been appointed as Director of the Northeastern Workforce Development Board, effective October 15, 2025.

Clipston has served the organization with dedication and professionalism, most recently as Youth Program Manager and, for the past year, as Acting Director.

During her time in leadership, she has demonstrated steady guidance, strengthened regional partnerships, and ensured the continuity of critical workforce programs serving northeastern North Carolina.

“Rachel has done an outstanding job leading the NWDB as Acting Director, ensuring continuity and progress during a time of significant transition,” said David Whitmer, Executive Director of the Albemarle Commission Council of Governments, the parent organization of NWDB. “Her steady leadership, deep understanding of workforce development, and commitment to the people we serve have been essential to the Board’s success.”

Over the past year, Clipston successfully navigated organizational transitions while maintaining operations and guiding staff. Her leadership has earned recognition from workforce and community partners across the state, who have expressed admiration for her collaborative approach and forward-thinking vision.

“I’m deeply honored to continue serving the Northeastern Workforce Development Board in this role,” said Clipston. “Our region is full of potential, and I’m excited to keep building on the partnerships and progress that make a real difference in people’s lives. Whitmer, who served as NWDB Director for many years before assuming his current role with the Albemarle Commission, expressed confidence in the appointment.

“As someone who had the honor of serving as NWDB Director for many years, I can say with full confidence that Rachel is the right person to carry this work forward,” he said. “The mission of the NWDB is truly life-changing — every day, through our efforts, we help someone take a step toward a better future, often creating generational change in the process.”
