EDENTON — The Chowan County Board of Commissioners will consider a revised personnel policy manual and a request from the Boys and Girls Club for space in the former D.F. Walker High School building when it meets Monday.
The board meets at 6 p.m. at the Chowan County Public Safety Center, 305 W. Freemason St.

The Boys and Girls Club is asking to use space on the second floor of the D.F. Walker building on Oakum Street.
Commissioners also will consider approving an amended Personnel Policy Manual prepared by the MAPS group as part of the county’s classification and pay plan study. Staff have reviewed the manual and prepared a summary of changes from the existing policy. Both are in the board’s meeting packet.
At the board’s last meeting, commissioners asked staff to report on the employee incentives included in the personnel policy and on what other counties and towns offer. That information is also on the agenda.
In another personnel matter, Department of Social Services Director Tyeshia Phelps is asking for a special salary adjustment of $1,000 a month for the current Public Information Assistant IV. The employee would key crisis applications for the Work First Unit while a vacant position is filled and until the caseload returns to a manageable level. The adjustment would then end, and the employee would return to her regular position and salary.
Commissioners will be asked to schedule a public hearing for Oct. 19 on an application to rezone 1823 Virginia Road. The county’s new Land Use Regulations have no quarterly amendment requirement, but the board has traditionally heard zoning map amendments quarterly. Staff recommends waiving that custom. The hearing would be at 6 p.m. at the Public Safety Center. The application can be reviewed at the county Planning and Inspections Department, 305 W. Freemason St.
The Hospital Directors Council is asking the board to appoint Ashley Stoop to the seat vacated by Judge J.C. Cole.
The board also will decide whether any commissioners wish to attend the Legislative Goals Conference, set for Nov. 19-20 in Wake County. The board would need to name its voting delegate.
Register of Deeds Lynn Gilliard will present her annual report.
The consent agenda includes a $200 tax refund to Merciful Heav. Homes for an overpayment. Public comment will be limited to three minutes per speaker.
