Warrant issued in Plymouth burglary, theft of three puppies

An arrest warrant has been issued for Harry Jeremiah Carnegia, 47, who is wanted in connection with a burglary and the theft of three pit bull puppies from a Quail Drive residence in September.

UPDATED: Plymouth Police Chief Louis Banks said Carnegia has been arrested — more details to come.

According to a recent news item published in the Roanoke Beacon, Plymouth police said the victim identified Carnegia as the man seen on home security video on the home’s rear porch at 11:40 p.m. Sept. 4. Using the video and other evidence, police confirmed Carnegia as the suspect, Plymouth Police Chief Louis Banks said.

The puppies, two 11-week-olds and a 6-month-old, were taken from a kennel in the sunroom at the rear of the home. The whereabouts of the puppies and of Carnegia are unknown.

The warrant charges Carnegia with first-degree burglary and felony larceny.

Anyone with information about Carnegia’s whereabouts, the missing puppies or the investigation should call the Plymouth Police Department at (252) 793-4680.

Police advise the public not to try to apprehend Carnegia and to contact law enforcement with any information about where he is.

Elizabeth City man held in dog shooting case

An Elizabeth City man charged with shooting a dog four times was held without bond in Washington County last week after his arrest in the June 6 killing.

According to the Roanoke Beacon, John David Correia, 25, is charged with felony cruelty to animals. He was detained Sept. 24 and held for 48 hours in connection with a protection-from-abuse case in Pasquotank County.

Lots of questions, however, information about where the dog was killed and other details of the case were not available.

Man found fatally shot in Bertie County; sheriff’s office investigating fifth homicide this year

WINDSOR – The Bertie County Sheriff’s Office is investigating the death of a 48-year-old man found shot Sept. 21 in the 400 block of Republican Road, the county’s fifth homicide of 2026, according to a press release from the Sheriff’s Office.

Deputies were dispatched to the address at 8:14 a.m. for a report of a person shot and arrived at 8:23 a.m., the sheriff’s office said. They found the man dead from gunshot wounds.

His name has not been released. The sheriff’s office said it will not identify him until Sheriff Tyrone M. Ruffin has met with the man’s immediate family.

Sheriff’s investigators and the State Bureau of Investigation have begun looking into the events that led to the killing.

In a statement, Ruffin said an analysis by his staff found no connection among this year’s five homicides, and that investigators have solved three of them. He said investigators will find the person responsible for this killing and for the Sept. 9 homicide on Nowell Farm Road in Colerain.

The county’s homicides this year have occurred in Aulander, outside Aulander, Lewiston, Colerain and now Windsor. Ruffin said the incidents have been sporadic and not concentrated in specific locations, which means incidents like these are sometimes beyond the office’s control.

“Violence is not the answer,” Ruffin said, urging residents to pray for the victims’ families and friends.

Elizabeth City police warn teens against loitering at Walmart

Elizabeth City police say teenagers are no longer permitted to gather or loiter in the parking lot of the Walmart Supercenter on Tanglewood Parkway, and anyone who does could be charged.

In a Sept. 30 news release, the Elizabeth City Police Department said officers have responded to several incidents involving teens and young people loitering at the store, in the 100 block of Tanglewood Parkway. Walmart management had asked the youths not to loiter in the parking lot.

Most recently, officers were called to the store over a report of an overturned vehicle with possible injuries, which police attributed to recklessness. The release did not say when the crash happened, who was involved or whether anyone was hurt.

After speaking with management, police said that because of the risk of injury and other safety concerns, Walmart asked the department to charge anyone found loitering or trespassing on the property.

Police urged parents and guardians to know where their children are at all times and to remind them to make safe, responsible choices.

Elizabeth City man charged after reported gunfire on Parsonage Street

A 36-year-old Elizabeth City man is charged with driving while impaired and discharging a firearm within the city limits after police responded to a report of shots fired Sunday night.

Kevin Joshua David Brown, of the 700 block of Parsonage Street, was also charged with open container, according to a Sept. 28 news release from the Elizabeth City Police Department.

Officers were called to the 700 block of Parsonage Street at about 11:07 p.m. Sunday, Sept. 27, after multiple gunshots were reported in the area. Police said officers found two people in a vehicle near the reported location, and a handgun was seen inside the vehicle and secured by officers.

Officers later found several spent shell casings in the area. Police said surveillance footage showed a male subject, later identified as Brown, standing in the area while holding a firearm.

Brown was taken into custody and transported to the Albemarle District Jail, where he is being held on a $4,000 secured bond. Police said that during the investigation, officers obtained probable cause for a search warrant for a sample of Brown’s blood, which was obtained under the warrant.

Brown made his first court appearance Sept. 28 at 9:30 a.m. in Pasquotank County District Court, police said.

  • Skyler J. Holley, 42, of Edenton, was charged with communicating threats and resisting arrest on Sept. 26.  
  • Demond D. Drew, 46, of Edenton, was charged with driving while license revoked, carrying a concealed weapon and driving after consumption on Sept. 27.  
  • Carrion D. Perry, 22, of Edenton, was charged with injury to property on Sept. 28.
