HERTFORD – The Albemarle Commission Council of Governments has announced the appointment of David W. Whitmer, Jr. as its new Executive Director.
Whitmer, a longtime leader within the Commission and the Northeastern Workforce Development Board (NWDB), brings more than a decade of regional leadership experience to the role. He has served as Interim Executive Director of the Albemarle Commission on
three separate occasions, most recently beginning in November 2024.

“We are excited to have Dave step into this position permanently,” said Chowan County Commissioner Bob Kirby, Chairman of the Albemarle Commission Board of Delegates. “His proven leadership, commitment to collaboration, and track record of success in workforce and economic development make him the right choice to guide the Commission
forward.”
Whitmer has been with the Commission since 2009, first as Business Services Manager and, starting in 2015, as Director of the NWDB. During his tenure, he has overseen the operation of NCWorks Career Centers across a 10-county region, developed innovative workforce programs, and secured millions in grant funding to expand services and strengthen the region’s economy. Under his leadership, the NWDB has consistently maintained compliance with federal, state, and local regulations with no findings during annual financial audits.

Whitmer holds both a Master of Business Administration (MBA) and a Bachelor of Science in Business Administration (BSBA) with a concentration in Management from East Carolina University.
The Albemarle Commission, based in Hertford, serves 10 counties in Northeastern North
Carolina, supporting local governments through regional planning, senior programs,
workforce and community development, and program administration.
