Perquimans County Sheriff’s Office

Ronald Hoyt, Taylor Lane, Hertford, was arrested on Feb 26, 2026, on charges of incest and sexual act by a substitute parent or custodian. No bond was sent.

Emilyanne Ashley, Bethel Fishing Center, Hertford, was arrested Feb. 21, 2026, on a charge of failure to apply for a new title. A $250 secured bond was set.

Kristie Fleming, of Hertford, was arrested on Feb. 23, 2026, on a charge of second-degree trespass. A $2,000 secured bond was set.

Israel Andrews, of Moseley Street, Edenton, was arrested on Feb. 24, 2026, on charges of discharging a firearm at an occupied dwelling and possession of a stolen firearm. No bond was set, as Andrews was placed on a 48-hour hold.

Jermain Porter, a homeless person of Hertford, was arrested on Feb. 24, 2026, on a fugitive warrant and second-degree trespass. A $10,000 secured bond was set.

Alexis Candlario, of New Hampshire Avenue, Norfolk, Virginia, was arrested on Feb. 24, 2026, for cyberstalking. A $1,000 secured bond was set.

Kevin Brooks, Long Beach Drive, Hertford, was arrested on Feb. 24, 2026, on a charge of felony larceny and two charges of failure to appear. A $2,000 secured bond was set.

Khalil Mabine, of Herrington Court, Edenton, was arrested on Feb. 25, 2026, on a charge of possession of a firearm by a felon. A $10,000 secured bond was set.

Rebecca Thompson, Lake Road, Hertford, was arrested on Feb. 26, 2026, on charges of aiding and abetting a sexual act by a substitute parent and aid and abetting incest. No bond was set.

Thomas Augustine, Mic Mac Trail, Hertford, was arrested on Feb. 26, 2026, on a charge of statutory rape. No bond was set.

Elizabeth City Police Department

The Elizabeth City Police Department is investigating a shooting that occurred early Saturday morning — never boring in that city…

According to a press release, officers responded at approximately 3:30 a.m. on Feb. 28 to the 300 block of East Cypress Street in reference to a person calling out for help.

Upon arrival, officers located Gilbert Portillo, 39, who had been struck in the hip by gunfire. Portillo was transported to Sentara Norfolk General Hospital in stable condition.

The incident remains under active investigation. Authorities are encouraging anyone with information to contact the Elizabeth City Police Department at (252) 335-4321, the Crime Line at (252) 335-5555, or submit an anonymous tip through FUSUS Text-a-Tip at (252) 390-8477.

Tyrrell County Sheriff’s Office

Because this brief was posted to the Tyrrell County Sheriff’s social media page, I figured I’d better copy and paste it, though I’m hesitant to do so, but I suppose folks need to know what happened. After reading comments on social media, I have many questions about this incident involving a 55-year-old grandmother’s arrest.    

On Wednesday, February 25, SRO Deputy Jason Lewis was alerted to a suspicious vehicle parked at the rear of Columbia High School near the ball field. Deputy Lewis made contact with the driver of the vehicle, Terrie Sykes of Creswell, NC. Deputy Lewis noticed that Sykes was extremely nervous. During the interaction, Sykes informed Deputy Lewis she had a concealed carry permit. Deputy Lewis asked if she had a weapon in the vehicle, and she said no. Deputy Lewis obtained consent to search and found a Glock 23 .40 caliber handgun underneath the driver’s seat. Sykes was taken into custody and charged with felony possession of a firearm on an educational property. Sykes was given a $500 secure bond.

Plymouth Police Department

An investigation remains active following a January shooting in Plymouth that left three people injured, according to the Plymouth Police Department.

Officers were dispatched to the 500 block of East Main Street at approximately 3:23 p.m. on Friday, Jan. 2, after receiving reports of a disturbance involving multiple individuals and gunfire. When officers arrived, they encountered a large crowd leaving the area while gunshots were still being heard.

Police located a 19-year-old Plymouth man in the driveway of 513 E. Main Street suffering from a gunshot wound to his right leg. A 51-year-old Plymouth woman was found in the front yard of the same residence with a gunshot wound to her left arm. A third victim, a 26-year-old Plymouth woman, was discovered inside the residence with a gunshot wound to the right side of her neck.

All three victims were transported for medical treatment. Their current conditions have not been publicly released.

The North Carolina State Bureau of Investigation responded to the scene and is assisting local authorities with the case. Officials have not released information regarding possible suspects or the circumstances leading up to the shooting.

The investigation remains ongoing.

Bertie County Sheriff’s Office

On Feb. 13, investigators with the Bertie County Sheriff’s Office arrested Julius Jamar Gathers, 42, of Windsor following a narcotics investigation.

Gathers faces multiple felony charges, including three counts of possession with intent to sell or deliver cocaine, three counts of maintaining a vehicle or dwelling for a controlled substance, and one count of conspiracy to sell or deliver a Schedule II controlled substance.

Authorities did not release additional details regarding the investigation or the circumstances leading to the arrest.

Gathers was confined at the Bertie-Martin Regional Jail under a $70,000 secured bond
