PERQUIMANS COUNTY — At about 5 a.m. Feb. 8, 2026, Perquimans County Sheriff’s deputies responded to the area of Ocearn Highway South (US 17) and NC 37 in reference to a reported careless and reckless driver.

While en route, deputies encountered the suspect vehicle, which nearly struck one of our deputies. Deputies initiated a pursuit after the vehicle, being driven by Samaj Jackson of Millpond Road, Elizabeth City, continued traveling on the wrong side of the four-lane highway from NC-37 toward Hertford.

The vehicle remained on the wrong side of the roadway as it approached the high-rise bridge, creating a significant danger to oncoming traffic. Due to the imminent threat to public safety, deputies utilized a PIT maneuver to disable the vehicle.

Jackson was arrested and charged with felony fleeing to elude arrest, driving while impaired, aggressive driving, failure to use headlights, driving left of center, failure to maintain lane control, improper lane change/signal, and unsafe movement. A secured bond of $12,000 was set.

Edenton Police responded at 8:32 p.m. Jan. 30, 2026, to the 600 block of West Queen Street to a report of a person carrying concealed weapons. Stacey Taylor Byrum, 49, of Nixon Road, Edenton.

Edenton Police responded at 3:29 a.m. Jan. 29, 2026, to a report of a person attempting to enter an occupied residence in the 200-block of Chowan Court, Edenton. Officers arrested John David Ries, 33, of the 200-block of Chowan Court, Edenton, at 10:23 a.m. Jan. 29, 2026, in connection with the incident. He was charged with breaking and entering with intent to terrorize or injure, a felony. No bond was sent and he was confined to the Chowan County Detention Center.

During a traffic stop at 12:36 a.m. Jan. 29, 2026, Edenton Police cited Christopher Aylesworth, 30, of the 300-block of Oneida Trail, Edenton, for driving while license revoked and being in possession of drug paraphernalia.

At 4:18 p.m. Jan. 27, Edenton Police responded to a report of a simple assault at the 200-block of Vance Lane, Edenton. According to the report, a juvenile was struck by Garrette Lee Person Jr., 34, of the 200-block of Vance Lane, Edenton. Person was arrested at 4:39 p.m. Jan. 27 on a charge of simple assault, a misdemeanor. A secured bond was set at $500.

At 7:10 p.m. Jan. 22, 2026, Edenton Police made a traffic stop on US 17, exit 227, on Virginia Road. According to the report, Sanquwan Veshawn Rivers, 27, of Ahoskie, was found to be concealing a handgun.

At 12:12 a.m. Jan. 21, 2026, Edenton Police conducted a traffic stop at the intersection of North Broad Street and Carteret Street. Joshua Nowell Vuaghan, 26, of the 300-block Rocky Hock Road, Edenton, was found to be concealing a firearm on their person and possession of marijuana paraphernalia.

At 12:34 p.m. Jan. 20, 2026, Edenton Police responded to a walk-in report of someone obtaining property by false pretenses. According to the report, an Edenton resident lost $60,157. The victim provided police with a FedEx invoice, a bitcoin transaction receipt, and several withdrawal receipts from a local bank. The incident is still under investigation.

Edenton Police arrested Javohnie Naquicha Parker, 42, of Cox Avenue, Edenton, at 6:15 a.m. Feb. 5, on Vance Lane. Parker was charged with simple assault and communicating threats, both misdemeanors.

Perquimans County Sheriff’s Office

Xavius Capehart, of East Academy Street, Hertford, was arrested on Jan. 30, 2026, on charges of failure to report a new address as a sex offender and sex offender residence violation. A $50,000 secured bond was set.

Sean Revels, of Hog Neck Road, Hertford, was arrested on Feb. 2, 2026, and charged with communicating threats. Revels was placed on a 48-hour hold.

Jaylese Metts, of Wynn Fork Court, Hertford, was arrested on Feb. 7, 2026, on a charge of driving while license revoked, not impaired. A secured bond was set at $260.

Chayton Culver, of Evergreen Drive, Hertford, was arrested on Feb. 8, 2026, on charges of second-degree trespass and simple assault. A secured bond of $7,000 was set.

Anna Porter, of Wynne Fork Court, Hertford, was arrested on Feb. 11, 2026, on charges of misdemeanor larceny. A $1,000 unsecured bond was set.

Thomas Bivens, of Riverby Farms Road, Edenton, was arrested on Feb. 12, 2026, on charges of no liability insurance and a canceled, revoked and suspended certificate or tag. A secured bond of $500 was set.

Gates County

Gates County Sheriff’s deputies assisted North Carolina State Highway Patrol troopers with a traffic stop on Friday, Feb. 13, on US 13N near Gates School Road for speeding. After probable cause was established, the driver, Kellie Marie Howard, was asked to exit her vehicle and detained while deputies/troopers searched her vehicle.

After searching Howard’s vehicle, deputies/troopers found over 1 ounce of marijuana, several items of marijuana paraphernalia, a vape containing tetrahydrocannabinol resin, and a number of loose assorted prescription narcotics.

After the discovery of illegal items inside Howard’s vehicle, deputies placed Howard under arrest and charged her with the following:

**Felony – Possession with the Intent to Manufacture/Sell/Deliver Marijuana
**Felony – Maintaining a Vehicle/Dwelling/Place Controlled Substance
**Felony – Possession Schedule VI Controlled Substance
**Misdemeanor – Possession of Marijuana Paraphernalia
**Additional charges pending per investigation

Howard received a $250,000 secured bond and was transported to Albemarle District Jail in Elizabeth City.

Currituck County

The North Carolina State Highway Patrol responded to a single-vehicle collision around 9:52 a.m., Saturday, Feb. 14, on Waterlily Road in Currituck County. The incident involved a rollback wrecker operated by Elijah Caroon, 25, of Coinjock, North Carolina. Preliminary investigation indicates that Mr. Caroon crossed the center line, traveled off the roadway to the left, and struck a tree. No other vehicles were involved. Caroon was airlifted by Nightingale to Norfolk General Hospital, where he is receiving treatment for serious but non-life-threatening injuries. He has been charged with Driving Left of Center and Failure to Wear a Seatbelt.
